MANILA — A trilateral relief mechanism announced today will see military airlift, medical teams and prefabricated shelters moved through three forward bases in the central Philippines. The agreement formalises an ad-hoc cooperation pattern that has emerged over the past three typhoon seasons.
Aid agencies on the ground welcomed the move but warned that funding pledges have so far covered less than a third of the immediate need.
