Time is not on Russia's side, American envoy warns as Kyiv attacks mount

The United States has issued an urgent appeal to Russia to suspend its military operations and commit to a diplomatic resolution of the conflict, with a senior American diplomat warning at the United Nations that time is increasingly working against the Kremlin's war effort. Speaking before the Security Council, Deputy Permanent Representative Dan Negrea delivered a stark assessment of the human and strategic costs of the war, citing American intelligence that at least 50 civilians had lost their lives in Russian attacks on Kyiv between 2 and 6 July, with many more sustaining injuries. The Ukrainian capital, he noted, had borne the brunt of a particularly intense bombardment during that period, underscoring the continued vulnerability of civilian populations despite Moscow's repeated claims to be targeting only military infrastructure.

Negrea emphasised that the heaviest burden of the conflict continued to fall upon Ukrainian civilians, even as Russia's armed forces were suffering what he described as colossal monthly losses on the battlefield, a toll that he suggested rendered the Kremlin's position increasingly untenable. The United States, he affirmed, remained steadfast in its support for the Ukrainian people, who were enduring relentless attacks that had devastated their homes, infrastructure and cultural heritage, with the diplomat contending that the evidence of the war's destructive futility had long since become overwhelming. He further noted that President Trump had made clear that Russia must now agree to terms, cease its offensive operations and bring the conflict to an end, signalling a firm American position that has sought to maintain pressure on Moscow while exploring avenues for de-escalation.

The Russian military, according to figures cited by Negrea, was continuing to lose approximately 40,000 personnel each month, a rate of attrition that Western analysts have suggested is unsustainable over the long term and that may force the Kremlin to reconsider its strategic calculus. The American diplomat reiterated Washington's unwavering commitment to securing a ceasefire as rapidly as possible and to pursuing a diplomatic pathway that could bring about a definitive end to the war, now in its fourth year. While Negrea did not outline specific proposals or timelines, his remarks reflected a growing sense of urgency within the Biden administration to translate battlefield realities into tangible diplomatic progress, even as the conflict shows no immediate signs of abating.
